I ask because I hope you folks can help me solve the mystery of where I read something about action existing in the positive. I remember it as something K said, but I may have it wrong.

We apply labels. We can label an action "positive", "negative", "foolish", etc. The label does not exist in the same location as what we label. I wonder, from an extensional point of viewing: What might an action labeled "negative" look like. How could we differentiate an action we labeled "positive" from one we labeled "negative"?

A search revealed that there are no instances of "action exists" or "actions exist" in the collected works CD, and by personal inspection, all instances of "action is" and "actions are" do not meet your context criteria. That would include all the stuff that others wrote that is included in the Collected Works CD.
